assignment
- Welfare administration is highly specialized and covers a wide range of work areas. Because separate systems are used for each task, it was difficult to share information across departments.
- If you want to know information from another department, you have to contact that department. This not only makes people who visit the counter wait, but also makes it difficult to grasp all the information, which can lead to the government being slow to respond.
- Building a new comprehensive welfare system that transcends departmental barriers requires enormous effort and cost.
Key points of the solution
Aiming to reform its vertically divided welfare administration, Sayama City Hall in Saitama Prefecture has implemented a system to link and consolidate information from its welfare departments. One of the platforms they have adopted is the data processing and conversion tool "HULFT-DataMagic." This has made it possible to share, search, and utilize welfare information across departmental boundaries without making any changes to existing business systems. As information can be managed centrally without having to use multiple business systems, waiting times for people seeking advice have been significantly reduced. This has also increased the ability to provide information, leading to improved citizen services. Going forward, they plan to further develop this system, strengthening support for people with disabilities and the elderly, and linking it with the government's comprehensive support system.
The welfare department's business data is converted and centrally consolidated by a welfare communication server using HULFT-DataMagic. By entering an identification number, data from each business system can be shared, searched, and used across the board.
Sayama City Hall
Since the 1960s, it has developed as a commuter town on the outskirts of Tokyo and is known as a local government that is proactive in utilizing IT.
